## Governance for the entire agent lifecycle

How are Copilot agents developed, approved and supported in operation? For Linde, we connect these questions with a group-wide architecture for Microsoft 365 Copilot and Copilot Studio. Our work ranges from assessing use cases to the processes IT and business departments use to manage agents.

This includes separate development, test and production environments, rules for data sources and connectors, and responsibilities for approval, use and decommissioning. Data protection and information security are incorporated into planning together with the customer's responsible teams.

## From architecture to usable tools

We design deployment processes for Copilot applications and develop governance tools. A dashboard brings together agent inventory, usage and lifecycle. Data preparation and the interface use a shared data model.

The implementation also includes processes for assigning owners and decommissioning agents in an orderly way. This turns a policy into a process that can be applied in day-to-day platform support.

## Phased decommissioning instead of a blanket approach

We decommission unused agents in stages: after a defined period without activity, the responsible person receives a notification, followed after a further period by a reminder, then deactivation and only then archiving, with minimum intervals between stages. This gradually reduces even a larger inventory of unused agents without taking anyone by surprise.

For usage analysis, we count separately what is otherwise mixed together in raw data: Copilot Chat, Microsoft 365 Copilot in Office applications, Microsoft's own agents and the Copilot Studio agents built within the company. Personal identifiers are pseudonymised as the logs are read. A service sends notifications through a single mailbox with narrowly scoped permissions rather than broad sending permissions, and access to storage and the directory service uses managed identities.

## Supporting rollout and operations together

Alongside the technical implementation, we advise global IT and business teams on architecture, use and operations. The project includes knowledge transfer, guidance on working with prompts and regular technical exchange with Microsoft FastTrack.

Ongoing development connects practical experience from using Copilot with governance requirements. This allows new use cases to be assessed within the existing decision-making and approval process.

## Technical implementation

Microsoft 365 Copilot and Copilot Studio form the core of the agent platform. Power Platform and Microsoft Graph connect agents, data sources and administration functions; Microsoft Purview is incorporated into data governance.

Managed Solutions package Copilot applications for transfer between environments. The governance dashboard uses React, TypeScript and Express. A Python pipeline prepares reporting data; a shared JSON schema connects data preparation and the interface.
